       Is MCC a threat or opportunity to                             Nepal's  prosperity?
        
               

              There used to be a time, we rebuke until we were blue in the face against instable incapable, irresponsible and bottomless government policies for not spreading wings to development. At every pinch, we wished for  foreign grant to sped up our infrastructural prosperity. And when our wish is on the way to come true with MCC(Millinium challenge  compact between the United States of America acting through the millennium challenge corporation and the federal democratic Republic of Nepal acting through the Ministry of finance.), we are compelled to scrutinize and predict the upcoming plans US is weaving with us. According to American foreign policy MCC came into action  to arrest the terrorism, inequity,  enhance world sanity and serenity by augmenting the economical, infrastructural and political status of backwaters. As far we are informed , MCC (2004) aimed in  spreading hand  to arrest instable policies, labour problem, inflation of developing and under developed nation put down Rs 13 billion American dollars among 77 countries. Till date 17 countries of the world comes under this compact assistance.Some criterias under MCC which should be accounted by Both countries are

1)country should meet 20 indicators to be eligible for grant
 - Fiscal policy
 -Inflation
 -Political rights
 -Civil liberties
 -Control of corruption
 -Regulatory qualities
 -Rule of laws
 -Freedom of information
 -Child health
 -Republic states....
2)A country has right to select the development priorities through growth diagnostic study to use the assured grant.
3)A country should invest 13 ARAB to the development work to support American grant of 50 Arab
4)If any party feels reluctant to proceed the project, it can dismiss the project  by laying dismissal paper before 30 days.
5) Country should respect the prevalent and upcoming laws of US related to the project after the assurance
6)Country should accomplise the development work within 5 year of the project assigned date.
         As soon as MCC has taken internate by storm,  Nepal put down it's proposal  for the compact assistance. After undergoing around 16 indicator out 20 to meet MCC requirement through a series of stages US agreed to grant  50 crore US dollar With objectives

1)Increase electricity consumption by facilitating power trade and by improving the availability and reliability of electricity supply in Nepal's electricity grid; by facilitating trade
2)maintain road quality across the strategic road network.

           Various clickbates and clauses startled  fussing out  through  our media about it's pros and cons  by 2075 Baishak 5 when MCN was officially declared by the government. In between territorial and economic hurdle, declaration of MCN  compact has become the temperature soaring issue among us. Going through the terms and conditions of MCC, Mainly TRPest  and politicians are giving lines against Or in favour of the compact assessment radicalizing Nepalese mass and government itself  to dilemma.
                Whatever the clickbates and clauses, Before making our heart to MCC  it is the most to go through all the terms and condition of MCC with a long sight gaze which is entirely build up in favour of US. The thing to be noted is today the entire world is drenched into a dismal  health chaos. Economy of America too has itself drop down by pandemic. In such case, could any country can grant to other nation selflessly? A statement "MCC is a crucial part of Endo pacific stategy"  given by David J. Range a minister to foreign affair of America in 2019 is a  provoking line that we should think about again and again. Terms which indirectly emphasizing on military  thrust, laws and rules of US,Endo-pacific strategy can be sufficient to figure out the disparaging intention of US.
        Since a long, virtual war between china and America to capitalize economy and Endopacific region and world power is very clear to us. If  we accept all the condition of MCC, it might be a bridge  to military invasion of US in Nepal that may  assist their target against china. If we forward our hand to American grant then we might drew into vicious circle of diplomacy between India, China and America. Likewise, this project compulse us to invoke our frontier India for the trade of power and permission of the compact. Is this all fare to our pride, our self respect?
     It's undubious that  still Nepal hasn't succeeded to satisfy electrical need of it's own people. In such situation it will be ridiculous to work out on transmission line for power trade from the grant that's against our future sovereignty. Actually 50 Arab is not a big deal if we can arrest the corruption  for what our country stucked into for more than a decade.
         But all these doesn't mean that we are completely against MCC and it's acceptance from parliamentary cabinet to step forward on the project  from Ashar 16. Amongst the most, patriot are only against the terms which US laid across for their long term constitutional and military sake. Of course for the country like Our's foreign grant will be a showering boon and that will be our foolishness to back down for the assistance that comes up with clear and altruistic vision. In case of MCC,  it would be the admirable diplomatic courageous  of the government if it  can set up  the arrangement diplomatic  negotiation with US to modify the terms that is against our pride and upcomings.

1) The project must work under the Laws and  rules of our country.
2)The project must have clear vision for the project not to have any deal  with  Endopacific strategy.
               SO WE must put our heart on our shelves again and again  against those  terms which may become a threat to Nepal's sovereignty And to  welcome the grant with clear  assisting vision.
